ಶಿವಮೊಗ್ಗದಲ್ಲಿ ಎಸ್​ಪಿ ಲಕ್ಷ್ಮೀಪ್ರಸಾದ್ ರವರ ಸಂದರ್ಭದಲ್ಲಿ ಅರೆಸ್ಟ್ ಆಗಿದ್ದ ಇಬ್ಬರು ಶಂಕಿತರ ವಿರುದ್ದ ರಾಷ್ಟ್ರೀಯ ತನಿಖಾ ದಳ ಚಾರ್ಜ್​ಶೀಟ್​ ಸಲ್ಲಿಸಿದೆ. ಈ ಸಂಬಂದ ನಿನ್ನೆ ಎನ್​ಐಎ ತನ್ನ ಟ್ವಿಟ್ಟರ್ ಖಾತೆಯಲ್ಲಿ ಪ್ರಕಟಣೆಯನ್ನ ಹೊರಡಿಸಿದೆ. ಈ ಚಾರ್ಜ್​ ಶೀಟ್​ನಲ್ಲಿ ಎನ್​ಐಎ ಅಧಿಕಾರಿಗಳು ಆರೋಪಿಗಳಾದ ಮಾಚ್ ಹಾಗೂ ಯಾಸೀನ್​ ಮೇಲೆ ಸಾಕಷ್ಟು ಪ್ರಮುಖ ಆರೋಪಗಳನ್ನ ಮಾಡಿದ್ದಾರೆ.

ಏನಿದೆ ಚಾರ್ಜ್​ ಶೀಟ್​ನಲ್ಲಿ ? 

ಶಿವಮೊಗ್ಗ ಇಸ್ಲಾಮಿಕ್ ಸ್ಟೇಟ್ (ಐಎಸ್) ಪಿತೂರಿ ಕೇಸ್​ಗೆ ಸಂಬಂಧಿಸಿದಂತೆ, ಎನ್​ಐಎ ಇದೇ ಹದಿನಾರನೇ ತಾರೀಖು ಚಾರ್ಜ್​ ಶೀಟ್​ ಸಲ್ಲಿಸಿದೆ.  ರಾಜ್ಯದಲ್ಲಿ ಐಸಿಸ್​ಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಇನ್ನಷ್ಟು ಹಿಂಸಾತ್ಮಕ ಕೃತ್ಯಗಳು, ದುಷ್ಕೃತ್ಯಗಳು ಹಾಗೂ ಬೆಂಕಿ ಹಚ್ಚುವ ಕೃತ್ಯಗಳನ್ನು ನಡೆಸಿದ ಪಿತೂರಿಗೆ ಸಂಬಂಧಿಸಿದ ಪ್ರಕರಣವಿದು  ಆಗಸ್ಟ್ 15, 2022 ರಂದು ಶಿವಮೊಗ್ಗದಲ್ಲಿ ಪ್ರೇಮ್ ಸಿಂಗ್ ಎಂಬಾತನ ಮೇಲೆ,  ಆರೋಪಿಗಳಾದ ಜಬೀವುಲ್ಲಾ ಮತ್ತು ಇತರರು ಚೂರಿಯಿಂದ ಇರಿದಿದ್ದರು. ಈ ಕೇಸ್​ನ ಸಂಬಂಧ ಪೊಲೀಸರು ಎಫ್​ಐಆರ್​ ದಾಖಲಿಸಿದ್ದರು. ಆನಂತರ ಎನ್ಐಎ  2022 ರ ಸೆಪ್ಟೆಂಬರ್​ನಲ್ಲಿ ಪ್ರಕರಣದ ತನಿಖೆಯನ್ನ ಕೈಗೆತ್ತಿಕೊಂಡಿತ್ತು

ಶರಣರ ನಾಡಲ್ಲಿ ಬಿಎಸ್​ವೈಗೆ ಸಿಎಂ ಬಸವರಾಜ ಬೊಮ್ಮಾಯಿ ಬಹುಪರಾಕ್​! ಬಿ.ವೈ ವಿಜಯೆಂದ್ರರ ಬಗ್ಗೆ ಮಹತ್ವದ ಮಾತು! ಮುಖ್ಯಮಂತ್ರಿ ಭಾಷಣದ ನಡುವೆ ಬಂತು ಮಾಜಿ ಸಿಎಂರ ಚೀಟಿ!

ಆರೋಪಿಗಳ ವಿರುದ್ಧದ ಸೆಕ್ಷನ್​ಗಳು

ಶಿವಮೊಗ್ಗದ ಮಾಜ್ ಮುನೀರ್ ಅಹ್ಮದ್ * (23 ವರ್ಷ) ಮತ್ತು ಸೈಯದ್ ಯಾಸಿನ್ * (22 ವರ್ಷ) ವಿರುದ್ಧ ಐಪಿಸಿ120B, 121A and 122 of IPC, 1860, sections 18, 18B, 20 & 38 of UA (P) Act, 1967 and sections 4 (i) & 5 of ES Act, 1908 and section 2 of the Prevention of Insults to National Honour Act, 1971 ಅಡಿಯಲ್ಲಿ ಆರೋಪ ಹೊರಿಸಲಾಗಿದೆ. 

ಇನ್ನೂ ಬಿಟೆಕ್​ ಪದವಿಧರರಾದ ಇಬ್ಬರು ಯುವಕರು, ವಿದೇಶಿ ಹ್ಯಾಂಡ್ಲರ್​ಗಳಿಂದ ಪ್ರೇರೇಪಿತರಾಗಿ, ದುಷ್ಕೃತ್ಯಗಳನ್ನು ಎಸೆಗುತ್ತಿದ್ದರು. ಆನ್​ಲೈನ್​ ಮೂಲಕ ವಿದೇಶದಲ್ಲಿರುವ ಐಸಿಸ್​ ಶಂಕಿತರಿಂದ ಪ್ರಚೋದನೆಗೆ ಒಳಗಾದ ಮಾಜ್ ಹಾಗೂ ಯಾಸೀನ್, ರಾಜ್ಯದಲ್ಲಿ ಐಸಿಸಿ ಚುಟುವಟಿಕೆಗಳನ್ನ ಕೈಗೊಂಡಿದ್ದಷ್ಟೆ ಅಲ್ಲದೆ ಸುಮಾರು ಬೆಂಕಿ ಹಚ್ಚುವ ಹಾಗೂ ಹಿಂಸಾತ್ಮಕ ಕೃತ್ಯವೆಸಗುವಂತಹ 25  ಪ್ರಕರಣಗಳಲ್ಲಿ ಭಾಗಿಯಾಗಿದ್ದಾರೆ. ಒಂದು ನಿರ್ಧಿಷ್ಟ ಸಮುದಾಯದ ಖಾಸಗಿ ಆಸ್ತಿ, ವಾಟರ್​ ಹೌಸ್​, ಲಿಕ್ಕರ್​ ಶಾಪ್​, ವಾಹನಗಳನ್ನ ಟಾರ್ಗೆಟ್ ಮಾಡುತ್ತಿದ್ದರು

ತುಂಗಾ ವರಾಹಿಯಲ್ಲಿ ಟ್ರಯಲ್ ಬ್ಲಾಸ್ಟ್

ಎನ್ಐಎ ತನ್ನ ಪ್ರಕಟಣೆಯಲ್ಲಿ ಮಾಜ್ ಹಾಗೂ ಯಾಸೀನ್​ ಇಬ್ಬರ ಉದ್ದೇಶವೂ ಅವರ ಚಟುವಟಿಕೆಯಿಂದ ಸ್ಪಷ್ಟವಾಗಿದೆ ಎಂದು ಆರೋಪಿಸಿದೆ. ಅಲ್ಲದೆ ಇವರಿಬ್ಬರು ಆಗುಂಬೆ ಮತ್ತು ವರಾಹಿ ಹಿನ್ನೀರಿನ ಪ್ರದೇಶಗಳಿಗೆ ಟ್ರಕ್ಕಿಂಗ್ ಹೋಗುತ್ತಿದದರು. ಅಲ್ಲಿ ಅಡುಗುತಾಣಗಳನ್ನ ಹುಡುಕಾಡಿದ್ದರು ಎಂದು ಆರೋಪಿಸಿದೆ. 

ರಾಷ್ಟ್ರಧ್ವಜ ಸುಟ್ಟಿದ್ದ ಯಾಸೀನ್

ಅಲ್ಲದೆ, ಈ ಆರೋಪಿಗಳು  ಸ್ಫೋಟಕಗಳನ್ನ ಸಂಗ್ರಹಿಸಿದ್ದಷ್ಟೆ ಅಲ್ಲದೆ, ಅವುಗಳ ಮೂಲಕ ಐಇಡಿಯನ್ನು ತಯಾರಿಸಲು ಮುಂದಾಗಿದ್ದರು. ಇಬ್ಬರ ಪೈಕಿ ಸೈಯ್ಯದ್ ಯಾಸಿನ್​ ವರಾಹಿ ಹಿನ್ನೀರಿನ ಪ್ರದೇಶದಲ್ಲಿ ಐಇಡಿಯೊಂದರ ಟ್ರಯಲ್ ಬ್ಲಾಸ್ಟ್ ನಡೆಸಿದ್ದ . ಜೊತೆಯಲ್ಲಿ ಆತ ಭಾರತೀಯ ರಾಷ್ಟ್ರಧ್ವಜವನ್ನು ಸುಟ್ಟಿದ್ದ  ಎಂದು ತಿಳಿಸಿರುವ ಎನ್​ಐಎ ಈ ದೃಶ್ಯವನ್ನು ವಿಡಿಯೋ ಮಾಡಿ ತನ್ನ ದೇಶವಿರೋಧಿ ಭಾವನೆಯನ್ನು ಪ್ರದರ್ಶನ ಮಾಡಲು ನಿರ್ಧರಿಸಿದ್ದ ಎಂದಿದೆ. 

ಕ್ರಿಪ್ಟೋ ಕರೆನ್ಸಿ ಮೂಲಕ ಹಣ

ಇಬ್ಬರು ಐಸಿಸ್ ಆಪರೇಟರ್​ಗಳಿಗೆ ವಿದೇಶದಿಂದ ಆವರ ಆನ್​ಲೈನ್​ ಹ್ಯಾಂಡ್ಲರ್​ ಕ್ರಿಪ್ಟೋ ಕರೆನ್ಸಿ ಮೂಲಕ ಹಣವನ್ನು ಹಾಕುತ್ತಿದ್ದ. ಇದಕ್ಕೆ ಸಾಕ್ಷಿಯಾಗಿ ಮಾಜ್​ ಕ್ರಿಪ್ಟೋ ಕರೆನ್ಸಿ ಮೂಲಕ ಒಂದುವರೆ ಲಕ್ಷ ರೂಪಾಯಿ ಪಡೆದುಕೊಂಡಿದ್ದು, ಆನ್​ಲೈನ್ ಹ್ಯಾಂಡ್ಲರ್​ ಮೂಲಕ, ತನ್ನ ಸ್ನೇಹಿತರ ಅಕೌಂಟ್​ಗಳಿಗೆ ಹಾಕಿಸಿಕೊಂಡಿರುವುದು ತನಿಖೆಯಲ್ಲಿ ತಿಳಿದುಬಂದಿದೆ. ಇದೆ ರೀತಿಯಲ್ಲಿ ಸೈಯದ್ ಯಾಸಿನ್ ಕೂಡ ತನ್ನ ಸ್ನೇಹಿತನ ಅಕೌಂಟ್​ಗೆ 62 ಸಾವಿರ ರೂಪಾಯಿಯನ್ನ ಹಾಕಿಸಿಕೊಂಡಿದ್ದ ಎಂಬುದು ತನಿಖೆಯಲ್ಲಿ ಬಯಲಾಗಿದೆ. 

ಇನ್ನೂ ಇದೇ ಪ್ರಕರಣಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂಥೆ ಮೊಹಮ್ಮದ್ ಶಾರೀಖ್​ ಕಳೆದ ವರ್ಷ 19.11.2022 ರಂದು ಮಂಗಳೂರಿನ ಕದ್ರಿ ದೇವಾಲಯದಲ್ಲಿ ಐಇಡಿ ಬ್ಲಾಸ್ಟ್ ಮಾಡಲು ಪ್ಲಾನ್​ ರೂಪಿಸಿದ್ದ. ಆದರೆ ಆ ಸ್ಫೋಟಕ ಮೊದಲೇ ಸ್ಪೋಟಗೊಂಡಿತ್ತು. ಉಳಿದಂತೆ ಆರು ಬಂಧಿತ ಆರೋಪಿಗಳ ವಿರುದ್ಧದ ತನಿಖೆ ಮುಂದುವರಿದಿದೆ.

NIA submits Charge Sheet in Shivamogga IS Conspiracy Case

NIA has filed a Chargesheet against two accused in the Shivamogga Islamic State (IS) conspiracy case yesterday (16.03.2023). The case relates to the conspiracy hatched to further the activities of Islamic State by carrying out acts of arson sabotage and violence in Karnataka. NIA re-registered the case in September 2022 and took over the investigations of the case registered by Karnataka Police after the stabbing of one Prem Singh at Shivamogga (Karnataka) on August 15, 2022 by accused *Zabiulla* and others.

Maaz Muneer Ahmed* (23 years) and *Syed Yasin* (22 years) of Shivamogga have been charged under sections 120B, 121A and 122 of IPC, 1860, sections 18, 18B, 20 & 38 of UA (P) Act, 1967 and sections 4 (i) & 5 of ES Act, 1908 and section 2 of the Prevention of Insults to National Honour Act, 1971.

Both B.Tech graduates had been radicalised and motivated by an online foreign based handler to target public and private properties, including warehouses, liquor outlets, hardware shops, vehicles and properties belonging to citizens belonging to a particular community. In furtherance of conspiracy hatched by the Islamic State, Maaz and Yasin had committed over 25 incidents of arson and sabotage.

The level of their commitment is evident from their activities. Maaz and Syed Yasin both went to Agumbe and Varahi river backwaters forest area of Shivamogga district for trekking and recce for hideouts. They procured explosives and prepared to fabricate an IED. Syed Yasin conducted a trial explosion of one of the IEDs at Varahi river bank in Shivamogga. He also burnt an Indian National Flag and recorded a video to establish his anti-India credentials.

These IS terror operatives were being paid in crypto currencies by their online handler by fund transfers from abroad. Investigations have revealed that Maaz received Crypto equivalent to around INR 1.5 lakhs from the online handler into accounts of his friends, whereas Syed Yasin received INR 62 K into the account of a friend.

As part of the larger IS conspiracy, accused Mohamed Shariq had planned to carry out IED blast at Kadri Temple, Mangaluru on 19.11.2022. However, the IED had exploded prematurely due to timer malfunction, when Shariq was enroute to the target location averting a potential disaster. Further investigations against six other arrested accused persons are in progress.
